I think your backgrounds work out very well, but the characters you draw tend to be 'not for me'.
I also have to admit that I did not look at the title at first and thought the hurricane was meant to be a tear in reality because it was so short and 'clean'.

Yes, your pixel art is gradually and slowly getting better especially when it comes to small details and colour palettes. Keep it up!
