1. Spawn a platform from the spawn menu (you can use any prop you like, but I recommend using platforms)
2. Select Wheel tool in the Construction tab (on the right side of the spawnmenu).
3. Put two wheels on parallel sides of the platform. It should look something like this:
4. Now select the Thruster tool.
5. Bind the keys to the thrusters. I recommend using the numpad 8 and 5 keys.
6. Put two thrusters at the back of the platform. These will move the car back and forth.
7. Bind two new keys to the thrusters. If you are using the numpad to control them, I recommend using 4 and 6 keys.
8. Put two thrusters at the right side of the platform. These will move the car left and right.
9. Go to the Vehicles tab, then select Chairs.
10. Choose the chair you like and place it on the platform.
11. Select the Weld tool (from the Constraints tab) and weld the chair to the platform.

Congratulations, your goofy ahh car is done!!! You can test it out now! (Or even customize it!)

Idk why would you even want to make a car, considering that there are two built-in vehicles that are much better. Lol
